French municipality is looking for partner |
|
The town La Courneuve (France) is looking for partners within Action 1 “Active citizens for Europe” – Measure 1.1 “Town Twinning and Networking of twinned towns” (deadline 1june 2011).
La Courneuve has a population of 37.228 inhabitants, almost 50% are under 30 years old. It’s a typical example of French banlieue (city suburbs) with nearly 40% of unemployment among those under 30 years old. It’s also a town that has a social and cultural life marked by intense popular events like the Festival of Humanity (3 days of debates and concerts in Park of La Courneuve) or La Courneuve Plage (artificial beach in the heart of the city held in July since 2004) and activities of participative democracy (La Courneuve 2010 debates in which people could express their wishes on the evolution of the town). La Courneuve is less than 10km from Paris, to which it is connected directly by RER B and the underground (line 7).
The project idea is to create a network of towns, with similar social and economic characteristic and same interests about the local development and particularly about youth and sport policies.
For this, the town has defined the criteria for the identification of partners. The criteria are:
• 20.000 – 50.000 inhabitants;
• High percentage of youth people;
• High percentage of unemployment;
• Economy based on industry (at present and in the past);
• Close to a capital or big town.
The project proposal aims to welcome 120 citizens of 4/5 European towns at La Courneuve and to organise “Town Twinning Citizens’ Meetings” among local authorities, civil society organisations and citizens. These meetings will be an instrument to:
• create a network for future partnership to planning the cooperation project;
• encourage interaction between citizens, civil society organisations and local authorities about the sharing of good practice for civic participation on municipal policies and decision making process;
• exchange approaches and methods about the sports and youth policy as transversal politics.
